San Antonio Fire Chief Charles Hood told reporters that emergency responders initially arrived at the scene at about 18:00 local time (23:00 GMT) after responding to reports of a dead body.
According to hood, the survivors whom may have been victims of human smuggling, suffered from heat stroke and heat exhaustion.
Mayor of San Antonio, Ron Nirenberg, condemned the discovery saying it’s nothing short of a horrific, human tragedy.”
